Irina REKCHAN, Russian academic, is a researcher at the Leontief Center in Saint-Petersburg. She was particularly interested in questions of urban and regional economy. She was an adviser to the first vice-mayor of the City of Saint-Petersburg, Mr. Kudrin.

She has also led Russia's government technical exchange programs with European countries and with the European Union not only in the areas of public finance, administrative reform and treasury, but also in culture.

Irina REKCHAN is also president of the Franco-Russian Literary Committee.
